Terms of Use is easier with scrolling box as default

Terms of Use is easier to use if a scrolling box as set as the default in the module itself.

Another option would be for the module page to add some info on adding the CSS to make it scroll. That would make it more GUI oriented and better for newbies who are scared of changing info in php files or CSS.

It is advantage the Legal module has over it, not that much but significant for a user to chose it instead.
