Hi,
I am just installed the latest build of XAMPP (XAMPP for Windows 1.7.2). I used this guide to install Drupal on XAMPP (http://drupal.org/node/307956). It worked well except for some issues, the instructions state that there will be a "default.settings.php" file in the "default" folder, except in 5.19 there is only "settings.php." Do the instructions still apply or should I copy "settings.php" and create "default.settings.php?"
Anyways, I tried having both and having just "settings.php," I was able to set up a MySQL and PHPMyAdmin username/password, so I don't think that was the issue.
When, I enter "localhost/drupal/install.php" I get a whole punch of code/errors in red, it looks bad, yet the installation is successful, the errors that show up are below. These errors showed both when I had only "settings.php" in the "default" folder, and when I had "default.settings.php" and "settings.php"

Looks like the instructions you were following at http://drupal.org/node/307956 are written for drupal 6.
The copy and renaming of settings.php is just good practice so you don't lose your original file.
Usually I have 3 different settings files while working locally:
default.settings.php (original drupal file)
live.settings.php (copy of settings from online hosted location)
settings.php (current localhost setup)
-This way I can just switch(rename) files when it comes to uploading live/downloading for maintenance/experiments.
-You will need default.settings later if you wish to do a multi site setup.
-drupal only looks for "settings.php" and will not read any other files like live.settings.php or default.settings.php.
-Right-click properties will allow you to change read only settings.
Those big error blocks aren't uncommon while working with drupal, I'm sorry but I've never seen the error myself so I can't help.
Maybe try running updates and the cron, if you see no errors then it should be all good.
Why are you starting with drupal 5 anyway? The module developers are all talking about drupal 7 already....

Yes, you are correct, those directions are for Drupal 6, but I thought the process must be similar to Drupal 5. If I were to not modify the "settings.php" file, would it affect XAMPP and how it handles Drupal?
I am using Drupal 5 because there a some modules, mainly from UberCart that are not supported in D6, or D7 for that matter.
The errors I noted above occur when I install Drupal for the first time onto the local host, how would running updates and a cron affect those errors if they can only be done AFTER installation?

I'm pretty certain that pretty much the only purpose of settings.php mainly, is to tell drupal where to find your database.
Besides that, you'll need the base url setting if your using fckeditor with image upload.
So to answer your question: NOT modifying your settings.php will prevent you from installing because drupal won't be able to find the database.

-Looks like ubercart is d6 compatible,but I would still really recommend d6 over d5.
Mostly due to the problem that some modules don't have a proper upgrade path from d5-d6,
while the upgrade to d7 from d6 is forecasted to be a lot easier and more straightforward.
Finally, the errors usually re-manifest themselves at the updates screen, so you could use it to check for the problem again.
It's up to you but I'd just try a copy of d6 in another db to see if the errors are consistent in both versions.
Most likely this is an issue with your local amp server and not drupal itself.
Also I'd recommend using WAMP instead of XAMP, I've had less issues with it.

The problem has been fixed, largely because I am an idiot and the help of this guide (http://drupal.org/node/307956#comment-1919620). As it says in the first line, Drupal does not install correctly in XAMPP 1.7.2 due to PHP versioning, the latest Drupal is not PHP5.3. I had to track down XAMPP for Windows 1.7.1 which was rather straightforward, just use Google.

The main reason I am sticking with D5 is because I would like to integrate UberCart's Marketplace Module. As of now, they have no D6+ version.
I will definitely take your advice on seeing whether D6 throws the same errors upon installation. The current XAMPP I am using is the very latest version. I think I read somewhere it has to do with versioning of the PHP or something within XAMPP that causes the errors upon installation. Not sure though.
I've debated on whether using WampServer over XAMPP. I will try Wamp both with D5 and D6. Are there any features that I would miss out if I adopted WampServer? Any complications when it comes to moving the website to a live server, perhaps a Linux server?

I had to revert back to XAMPP
I had to revert back to XAMPP 1.6.8 to avoid all the PHP "deprecated" issues. As you noted, Drupal 6.13 is not working fully with PHP 5.3 (which is what XAMPP 1.7.2 ships with). Older versions of Xampp will get you around that problem.
XAMPP 6.13 File requirements issue
Apologies if this should be in it's own thread, but it is related to XAMPP and installation issues. Basically, following the steps in the node listed above (http://drupal.org/node/307956#comment-1979392) I get these errors upon install of D6.13:

What do I need to do to fix it and successfully install D6? I had a look into the install.txt file but am unsure about which steps apply to the issue and in which files do the code fragments go. Suggestions appreciated.

1. in the /sites/ folder where default.settings.php actually is, you can simply copy that file and rename it settings.php (you need both default. and the regular settings.php in the folder.)
2. Usually creating the file is enough, but if not I believe you can change the file through the 'property' setting when you right click on it. (Or, if you can use your ftp transer program to change the settings.)

While Googling around I found a tutorial that discussed handling Drupal file permissions (http://salinaitmind.blogspot.com/2009/05/how-to-setup-drupal-site-in-loc...). It included some code intended to change file permissions that involve settings.php.

Where do this code fragments go? Inside settings.php? Where? Which line? Or via the command line in XP?
Before I enter the above code fragments, can/should I modify settings.php to include the localhost username, password and database? Or will that information be entered/handled in the next step on installation?

I tried to change the file permissions following this guide (http://drupal.org/node/202491) but to no avail. I do not have an "Internet Guest Account" under the "Security" tab. Do I create one? How so? How should it be named/titled?

I don't use windows enough to know. What I've done in windows is use my FTP program to get to the file on the computer and change permissions that way.
6.13 XAMPP issues solved
Problem solved. Thanks for everyones' help. It was a very simple fix, and I overlooked every time I reattempted to install 6.13. Had nothing to do with file permissions.
When I copied and renamed default.settings.php to settings.php, I mistakenly entered "settings.php" instead of just "settings" thus the file becamse "settings.php.php" and Drupal could not read/access the file and proceed with installation.
Thanks for the help, sometimes its the simplest things. Now I have 6.13 installed and running nicely!
PHP 5.3 seems the reason
Just in case someone ends up on this thread because of the syntax error, unexpected BOOL_TRUE in modules/comment/comment.info on line 3 on a live site - or doesn't want to downgrade the XAMPP installation - it seems that these errors are indeed triggered by PHP 5.3.
