Is there a central page that lists the rooms and people can go into each/any?
If I set up just a general chat area, can chat rooms be set up or activated at a later date?

Not really. Chatrooms were added as an afterthought, and the implementation is kinda hacky. Currently, all chatrooms will show up on all users friend pickers.
A chatroom is essentially a "special" user that you identify in the IM settings as a chatroom. You can always add to, or remove from this list. There are a few other chatroom issues ans I will keep your questions in mind as I debate whether to overhaul the whole chatroom deal with a proper model or to just keep adding bandaids to the hack .. ;-)
