'm interested in using Encoding.com for off-site encoding of video files (instead of local FFMPEG that is used by most video/media modules), as well as final storage/serving of the files on Amazon S3. The videos would ultimately be associated with a node for each (CCK field with Views integration), have a screenshot image, and be owned by the Drupal user who uploaded it. Encoding.com is able to send its encoded files directly to S3 after completion. You can read about their API at http://www.encoding.com/wdocs/ApiDoc

I spoke with Encoding.com and they expressed interest in working together and supporting the development of a Drupal module to work with their service. They will provide resources and any dedicated support/help possible, though they do not have expertise with Drupal. So, I am seeking a Drupal developer with expertise in media/video handling to assist in writing or adapting a new module (if necessary) or adding-on to an existing module such as Media Mover if possible.

After completion, the module would be released back to the Drupal community (or patches provided if features are added to an existing module).

Use video module, there you can see the video hooks, I already added the Zencoder support in to it, but it need to test further before put in to production, in the same way we can add the encoder.com sub module to the video module. Its not a hard job cause what you will need to do is use existing video hooks.
