Dont know if there is a module out there now...or if this is something i need to get designed. I would like to have a picture on the my website that users can edit and the resubmit....make a collection of all the submited edits. Think of it as a graffiti content type...where each user is taking the same pic and adding their graffiti then uploading the finished product.
It seems like Pixlr has an API but didnt know if and how it works with drupal.

Not that I know of. afaik, the only ones that do something even remotely similar are http://drupal.org/project/image_annotate and http://drupal.org/project/fotonotes.
Pixlr module is now in RC stage
The module I wrote is now in RC stage - it is working quite good integrating with Filefield/Imagefield/Filefield Sources and allows you to edit any imagefield and then automatically uploads it to the next imagefield item. See http://drupal.org/project/pixlr
Not sure it will solve the specific issue described here - but it is what it is currently ;)
