Should only invoke _signup_status_change() if the status actually changes

In both the handler for the status altering action and in the submit handler for the signup edit form, we should only invoke _signup_status_change() if the status actually changes. It's a trivial fix, stay tuned. Just wanted to open an issue about it for the commit message and so that everyone knows about the change.
