For the last few months I've been a "site maintainer" here (and for the last 45 weeks one of Amazon's 'Hosting-Support forum admins").
Lately I've been finding quite a bit of spam on this site and reporting it. I'd like to be able to administer users (block the obvious spammers) to make this more efficient. I'd also like to begin going through the user profile pages to get rid of spam links there.

gerhard killesreiter commentedSeems like a good idea to me, any other opinions?
For finding profile spammers: Use google.
I've just blocked 2 dozen of them using

Amazon commentedSounds like a good idea to me. Also, it's probably worth reviewing others who have administer user permissions and see if they are using them. I tend to block more g.d.o spam users since I get mail.

damien tournoud commentedWe really need to implement a way to block users without granting the user administration permission. This permission is very sensitive, because it exposes any users (including our beloved user 1).

deekayen commented#5: I have a module that does that... it'll be in my sandbox shortly (probably needs some work before going on d.o though).

silverwing commentedRE #5 I've been wondering if it was possible that if a user clicks the edit tab on user #1, a password prompt comes up requiring the User 1 password before being able to edit anything there.

silverwing commentedI don't know if this has been officially approved, but I'm getting empty menu items in my >Administer menu
* Content management - works like it should
* Site building - It says "You do not have any administrative items."
* Site configuration - is blank
* User management - says "You do not have any administrative items."

avpadernoIf you don't get any menu items under "User management", then you are not a user administrator.

avpadernoI think that every thing that can be done through the Drupal user interface should be a Drupal.org webmasters.

Silverwing has done a great job of locating spam, unpublishing it and creating webmasters issues explaining the actions and bringing the actions to the attention of other webmasters so that the users can be blocked.
Speaking on behalf of myself, I appreciate the help.
