The Substitutions fieldset appears in a couple of places, but there aren't always contexts, which means there aren't always keywords. AS an empty fieldset it is confusing.

Alternatively: AT least put a default message in if not hide it.

This actually turned out to be in Panels and not CTools, just proving that even I don't know where this code might actually be.
