When there are no replacement rules for a filter, the rules table should show a message ("There are not replacement rules currently defined"); the button "Save" should not appear either.

I have already fixed the code; I will commit the code later, after I verified that something else in the code is not break.

The issue has been fixed in both the Drupal 6 branches.
