There currently is a 'Drupal Skills Inventory' thread in the Drupal consulting list - seems somewhat relevant to this issue?

Whatever we define here should obviously be reflected on any related websites. That would include DrupalDojo.com, DrupalKata.com, and possibly the related Drupal groups (since we can utilize taxonomy). This wiki contains some of the potential categories so far:
