Clean up temporary files after reviews

Temporary files are now being cleaned up after reviews.

Uploaded files are moved to a subdirectory of the system's temporary directory where extraction code like POTX and locale.inc could scan for them. Before this fix the files would remain there until the system empties it's temporary directory, because they were no temporary files registered through PHP.
