In common.inc, line 1243:

$date .= sprintf('%s%d', ($timezone < 0 ? '-' : '+'), abs($timezone / 3600), abs($timezone % 3600) / 60);

I see three parameters and only 2 place holders.

That's why in your drop down with timezones you see:

08/19/2009 - 14:21 GMT-3
08/19/2009 - 14:51 GMT-3

instead of :

08/19/2009 - 14:21 GMT-3
08/19/2009 - 14:51 GMT-3:30

It's not a bug, it was a hack by one of our team members.
