Who's online question - 4.6.6

I'm trying to find out how the Who's Online module decides who is online and for how long. Searching the forums I found instructions for changing the settings, but they don't appear in my 4.6.6. admin pages.
Where can I find out how to adjust this?

Why are the 'settings' for Who's Online adjusted in the 'blocks' admin area?
Block
Eh, because Who's Online is a block? ;-)
