Boston Globe photo gallery effect.

Hi everyone,
I have been playing around with several actions for the past two hours and I still can't achieve the effect I am looking for.
What I would like to do is format the images in my photo gallery similarly to http://www.boston.com/bigpicture/2009/08/scenes_from_sri_lanka.html
So basically I want my photo to go onto a black canvas that is 900px wide. Image will only be scaled down to 900px and not up. Then the image is centered on the 900px black canvas.
*I will not be worrying about the 2px black border the Boston Globe has, I believe it will lead to to much hassle, but if you can figure it out feel free to include those instructions as well.
This seems pretty simple, but for the life of me I can not get it to work. Any help or pointers is very welcomed.

Well first, that particular effect may as well just be a css border.
Did you try just 'define canvas'? I don't see what the confusion could be.
