I'm not able to use CVS with the help of cygwin package and want to use SVN instead on my Windows Vista box, so my question is that. How I use SVN or TortoiseSVN with Drupal.org for managing themes or modules?

Any help would solve my problem and allow me to release my first ever theme, however I've theme created at http://www.drupal.org/project/shanu_blue

You can't-- drupal.org is cvs based. For more info see Start or Maintain Modules, Themes or Installation Profiles for more info.
