I was trying to change the input method for an article written by an anonymous user and it wouldn't let me. It would let me click on a different input method such as Full HTML but then when I went back to edit it, the input method was still filtered HTML.

I can't reproduce this in 4.7.0 . If you do, can you please provide more details?
