The "Allow private messages:" link in edit account which allows users to set who can send them PMs displays in each profile category when editing account. Is this a bug or what? How do I fix this?

As you have found it, that setting is not added by privatemsg.module, so we don't need to fix it.

Yeah its the UR module indeed. Upgrading to the newest version of UR will fix the problem.
