Issue Summary
This is basic usability. We needlessly add another click to our install process to tell people about the ability to download languages. This text, of course, is written only in English. It is great that Drupal can be installed in multiple languages, but we don't need to interrupt the installation process of 99% of users to let the 1% know that they can stop everything, go find out how to download a new language, and start over. This is silly. We don't document every possibility for Drupal in the user interface, that kind of information belongs (in this case) only in INSTALL.txt and in drupal.org reference.
Drupal packaged with different languages would be fantastic also. A configuration screen (in English) with nothing to configure is not so useful to the goal of making Drupal better for non-English speakers.
Proposal: If no other language files are present to select, skip this page, and Drupal becomes faster and more intuitive to install.
Adoption rate increases and world domination (and, indeed, use of Drupal in more languages) increases as a result.

Given all the UI/workflow changes required, I don't think this is likely going to happen in Drupal 7. Our best plan for this currently is at #1260716: Improve language onboarding user experience regarding Drupal 8. Since we are going to include language selection based on localize.drupal.org data, whether you have local language or not will not really be a question. You'll just have languages picked from remotely. What do you think, is that satisfying there? If not, please reopen this issue or comment there depending on whether you think we can solve it as part of that language selection or need a different workflow here.
