Move Storm dashboard into its own module

This would be a backport of a change i've made for D7. For me i've struggled to find a good description for the basic Storm module - this change would mean that the Storm module would become Storm API (providing only admin settings and internal functionality), and the Storm Dashboard would could be turned on and off as its own module.
