I think I see what the OP is alluding to with the attached a README.txt. that is altered from what is currently available in the Panels 3 download.

From the most current -dev of Panels 3 (as of the time of this comment)

Welcome to Panels 2.

A little documentation should go here, but Panels 2 is a beast - you're best
off checking the online handbook on Drupal.org, or the developer/API docs,
which are available at http://doxy.samboyer.org/panels2/

The "Welcome to Panels 2" and reference to "Panels 2 being a beast" can likely be dropped out of; replaced with references to Panels 3 the README.txt for Drupal 3.x?
