Make a Diggbar for Drupal

Hello!
I have been searching for a "diggbar" module for Drupal, but it obviously does not exist (or does it?). I would really need a module, that would add a bar on the top of the page when visiting an external link. This bar must contain a logo of my site + a banner of my choice. When visiting external links, I would like the url to be www.mysite.com/go/url=XXXXX
