Please comment on hosting Drupal on Yahoo Small Business. I have a huge .gov site hosted on Yahoo that i want to convert. On this domain are about 300 email addresses and many users find their email on Yahoo.

Never used them, but both their PHP (4.23) and mySQL (4.1) versions are old. I would recommend for PHP 5.2+ (not 5.3) and for mySQL either the latest 4 release or 5 if the hosting company supports it.
Ugh stay away
Yahoo is not set up to run a Drupal site very well. At least from my previous experience anyway. When I tried to do it a few years back they wouldn't allow you to upload an .htaccess file and there were several other problems. If you do get it installed the site runs slow. I wouldn't recommend them, but maybe they're better now?

When I left the cozy embrace of Yahoo 2 years ago, Yahoo Small Biz wasn't able to accomodate Drupal. Just to be sure, I checked with my old coworker who now helps run the place.
He says that they do not support the level of php/mysql necessary for Drupal. They have an inside box that runs Drupal, but only for their internal documentation, so they are aware of the requirements.
They are looking into supporting it, but haven't made the system changes necessary to do so.
I remember this account, actually...You might want to keep using Yahoo for email, and then branch out to a different provider for the web presence.
I would look into some of the managed services out there. You can set it up and let other folks take care of the system end of things.
Yahoo hosting performs
Yahoo hosting performs normally for Drupal, and it's relatively expensive. I would like recommend to go with anhosting, bluehost or some other linux hosting vendor.
