Weird Permission Listings after upgrading

I have a weird output in the Permissions Page of my D6.13 installation. I just upgrade to 6.13 after having 6.10. If you go to Administer >> User Management >> Permissions, it is listing the module's name with HTML. For instance, rather than reading "block module" it reads " block module" . Has anyone seen this before?

I am not sure if this messed up anything functionally, but I do know that search is only working for admins. That's a whole separate problem, but it may be related...
