Even when I have the mission statement filled out, and the option to show it checked off in the Dark Elegance theme settings, the mission statement does not appear on the front page.

If this theme does not support the mission statement, the description of the theme on Drupal.org needs to be changed.

Looked through style.css and page.tpl.php. I did not see any reference to the mission statement. Going to see if I can add it myself.

The $mission is removed off page.tpl.php

You can place it anywhere in page.tpl by getting a copy of it from Garland theme.
