registered/authenticated users can not edit their own news_page

Hello,
I have noticed, that if "administer nodes" is UNCHECKED by an administrator, the registered/authenticated users CAN NOT edit their own news_page even though "edit own news page" is marked by admin in user permissions.
Bug is well reproducible with clean install of Drupal 6.13.
