Module to regulate users' tagging permissions (taxonomy)

I'm looking for a module to control which users can use which Taxonomy tags.

Example:

Admin (me): all tags
Principal of School: all tags
Arts dept. head: music/band, visual arts, drama
Music teacher: mucic/band
etc.

EDIT:

Of course, if someone uses a tag they can't use (which they should be trusted not to) it gives an access denied error.
