Issue Summary
In order to edit an existing view's description, you need to click on the value of the "tag" field in the "View Settings" section at the top. The tag and description fields are completely separate. One shouldn't have to click on one to edit the other.
Maybe this all happened for fear that including the value of the description field inside that cramped form could easily break or uglify the main Views interface since descriptions can be long. I agree that is an important concern.
But wouldn't it be possible to make the "View Settings" string a hyperlink that would open up the views settings just like clicking on the value of the "tag" field does now? I think that would be much more intuitive for the user.

I think thats definitive hard to find. There should be just a line like everything else for description.
