Centralize default major version number

Let's centralize the default major version number, so we don't need to repeat it multiple times. This is (and should keep to be) the only difference between the 6.x and 7.x potx.inc file, given that it is just a parser and provides a stable API.

Committing this to both 6.x and 7.x.
