The Drupal 7 small core effort has apparently moved Blog API to contrib. It is no longer in core. While I disagree with that, it seems that it is now time to merge this Blog API Improved effort with the contrib Blog API project so that needless duplication of effort is avoided.

We'll have to port BlogAPI Improved to Drupal 7 in this namespace, using the same XML-RPC API. After that, implement it properly in Drupal 8.
