Ok, my formatting options came back but only after refreshing. Also, this problem was/is happening regardless of theme.

Update - after noticing that node_expire was causing problems if I had a blank expire date (which I dont want expire blog posts), I uninstalled "node expire"
http://drupal.org/project/node_expire

Now my problems with settings being unavailable went away and Im able to change them.

anyone else notice this?
