In D7 the ability to allow individual users to change themes was removed. This was a really handy feature for themers with no development platform and those wanting to test new themes on a "live" site. It would be fantastic to add this functionality back into the devel themer toolkit.

the devel_themer module is about to get its own project and its own maintainer. we'll see how this request goes.

This functionality is not limited to themers. I think it should be a separate module.
