This is made slightly more difficult because the categories are different for different locales.

rfayNot only should categories be configurable, but we should leave out the ones (like mp3 downloads and kindall books) that aren't operable via the API.

rfayThere was a bug where "All" was added to the list and it was removed instead. This patch fixes it.
