The "Performance" settings are under "Development" - changing cache options are not inherently a developer task, and certainly clearing the cache is not.

Site Information is under Reports/Site Configuration rather than the main config tab.

There are a number of places where someone new to Drupal (or even someone familiar with D6) would have no idea where to find anything.

This issue may be a candidate for novices.

Although cache, might not necessarily be a Developer task - the rest of the options do seem to be that way. I am sory, but if you dispute Performance beign under Development it might be worthwhile reading up the rationale on #546962: Configuration page: Development category. Development doesn't say "Developer only".

Anyway, to me it seems rather useless to discuss what a user might and might not understand. Without actual users. Especially on something as critical as this, I trust that since it didn't clearly popup at the few usability tests - it is not occurring to often.

Most of the problems at the time I opened this have been fixed.

However, I'd still say that "Maintenance Mode" is not a development task, but rather a system administration task. It's only even relevant once you have a live site, and site admins bring sites down for maintenance for reasons other than code updates.

I'd also say that Performance falls into the same boat (it contains setting that are primarily used for live sites), but less clearly so and it's not important enough to argue about.
