Note that the URL for that screenshot is admin/settings/formats/1, but the only breadcrumb shown is "Home"... the same is true for most of the other filter module administration pages right now.

This is not caused by filter.module. It's a general bug in HEAD. You'll see the same behavior on admin/structure/taxonomy/1.

I'm not sure, which of the issues is the master issue, so marking as duplicate of http://drupal.org/project/issues/drupal?text=breadcrumbs&status=Open&pri...
