I need to change the name of the "Review order" in the check out page to "Next". I would prefer to edit this via the theme/template so that even if I upgrade Ubercart, the change will still stay.

Is this possible?

You should use hook_form_alter() to rename it. For support on how to do this, please use the Ubercart support forums, as we don't handle support requests here in the bug tracker. Thanks!
