I suggest the following.

I think the "ugly" part is obvious, why is this broken: when not using path-based negotiation, or when using the default language (that can very well have a prefix, but is ignored by Drupal), the base path is cut. This results in this type of path on my system: /r (which is /user minus the three characters of en/).
