It looks like vn.inc is cut off at the letter H. There should be a lot more provinces.

According to Geonames (http://www.geonames.org/VN/administrative-division-vietnam.html) all provinces are included. If Geonames is incorrect please provide your source and I will work to validate the data and include it in Addresses.
