I haven't followed the discussions that led to "Site configuration" and "Configuration and modules" appearing on the Dashboard together. So my apologies if I'm missing something. But from a UI standpoint, these two labels are too similar. If I know I want to configure something, which do I click?

I'd suggest alternative names, but I don't see the logic that determines which items go on which screen. (Again, this was probably the result of long discussions I haven't seen.)

It's most definitely a usability problem. The solution underway seems to be to remove "Site configuration" altogether: #569282: Configuration page: Removal of Site configuration
