Here is what I need to do. Import my users so that I can migrate their content from another site using their names in the authoring information. When my site is ready to launch, I need to "reimport" them so that they receive the welcome email with their username and password information, as well as the one-time login link.

So far, importing a csv file twice, thus importing existing users, and checking "Send email" updates the users, but doesn't send out an email.

The send welcome email feature should only be used when importing new users.

Why not set it to send email only for new accounts, otherwise don't send. Without this I must manage several different csv files, with it I might only have to manage 1 csv file. I see this as a bug because with it enabled, existing accounts are sent the Account email.
