Could the Twitter views include an option to add a target="_blank" attribute to the tags? This way we can ensure that all links to either URLs, @usernames, #hastags are opened in new pages.

This should be an option that can be turned either on or off at the user's discretion.

I think this is better handled by 'external' as cited in #3.
