primary links position on Democratica theme

Hello drupalians:

I have drupal 4.6.5 with the democratica theme, and I'm trying to figure out how to position the primary links as horizontal tabs rather than in the vertical sidebar. The site is not complete, but here is the link:

The primary links are named Dallas, Austin, and Houston

Primary Links don't default to top in Democratica theme..

I'm also trying to get the primary links to be up at the top similar to: http://themes.drupal.org/?theme=democratica

Please help...
