I'm thinking of attempting to do something like this in CCK
Creating Content sets, for example
One Content Set is a Title, an Image, and then a Description
I'd also need the option to add more Content Sets.
Anything like that available?

How is a content set different than a content type?
I want Content Sets inside of
I want Content Sets inside of a Content Type so I have multiple instances of the same thing inside of a Content Type.
Example:
Create Content -> List of cool places to go
Content Set 1:
Title: Paris
Image of Paris: Upload an Image
Description of Paris
[Add another Content Set] Button
Content Set 2:
Title: U.S.
Image of US: Upload an Image
Description of US

I could do it all with static HTML/CSS but I want to improve the workflow.
I would take a different
I would take a different approach, I would categorize my content and then either use the default taxonomy path (taxonomy/term/{tid} to display a page like your example or possible use views to override the path (allows for more customization of the page).

I would prefer not to do it with Views and have all of the content in one Node (as opposed to seperate nodes).

The reason why I don't want to use Views is I would have to do this multiple times and I don't want to create a view for each item.

That is the point of categorizing the content, you can make a single view that takes a taxonomy term id or name as an argument.
I can see what you are
I can see what you are saying. I need to customize the look at the top of each individual page though. Which would be difficult to do if I did it automatically through the Taxonomy.

Here is one way to do that with views. Make a custom content type that will hold the information at the top of the page, have it use the same vocabulary as the other content type. For each term, make one instance of the content with the appropriate information.
Now add a attachment to the view. Have it display a node, limit to 1, filter by content type. Attach to page display at top.
