I want to help with applying patches, not necessarily with testing them at this early stage.

Does applying patches mean the process just the process of applying the patch command to see if it will work?

Are there some modules created expressly with helping the patch process, through a GUI, eg, enter the module name, patch no and get the drupal modules to connect to CVS load apply them, send back the report etc?
