I'm trying to be a good Drupie and not hack user.module (too much). Is there a way to move the user_registration_help text above the username request (basically to the top of the Account Information frame/pane? It is annoying to users to see the requirements after they have entered data into the entire block.

All the issues I have found relate to add-on module Login Toboggan.

At least I think....

....that I stumbled upon some module which allowed to change the position of such elements just like you can change the position of cck-fields. I don't remember the name but I am quite sure something is out there.
