no "Votes" tab when loggen in as a new role

Hi all,
I am using decisions module.I have created a decision-selection page.
I have created a new role named "client" and have set permissions "inspect all votes" for the role.
Whenever i log in as a client and access the decision page,there is no "votes" tab.
The "votes" tab is visible in "admin" log in.
I am not getting what the problem is.
Do i need to set some other permissions for client to be able to view the "votes" tab?
