There are lots of mentions of 3.x-dev on the homepage but I can see any releases of 3.x-dev, where do we get it?

There is no release of 3.x-dev yet as it is still in the planning stage. There is more information in this Wysiwyg Group post listing some things we wish to change for 3.x. 3.x-dev does exist as CVS HEAD, but there's not much to look at there yet since it's basically the same as 2.x-dev now.

I believe Sun is focusing on getting things done for D7, and I am dealing with the issue queue as well as putting time into a proposal for the JavaScript part of 3.x.
