I ran into a problem with ctools. If I went into a node page it was re-rendering the body text thru node_hook again, and thus rendering html as its entity instead. Here is a patch that fixes this issue.

Are these lines of code even required for something im not aware of?

Um. Yes, removing these lines should make that content type not really work. I don't understand how removing them helps.
