Menu translation is duplicating Menus when we are not viewing a content type such as Page

We have a website of our client where the Menus are duplicated if we go to admin/build/block, /admin, or anywhere, but it appears correct if we visit some node, such as /node/10. So what we have discovered is, the Menu translation is translating properly once we are viewing some content type, such as Page, but if we are on any page that outputs contents controlled from a module, such as /admin, the menus are duplicated.

We had inserted 2 links on the top of the page, 1 for English language, 1 for Spanish language. When we click on Spanish language, the site gets translated in Spanish. When we view any page, the menus are also translated properly. But when we view, as discussed above, any module controlled contents such as /admin, the spanish menu and the english menu, both occur at the same time, hence duplicating menu with difference of language.

Any one who can help or let us know how to solve this problem?
