How many Rules can I make?

I need numerous rules setup for shipping prices. I am cloning the rules. Once I got to the 20th rule it would create the rule but I needed to change the quantity of products. Once I go to change condition, it immediately says the web page is not available or shows me a blank page. I tried creating a new rule from scratch. I can create the rule but it does the same thing.
Is there a 20 rule limit with workflow?
If so, how can I get around this issue? Is this possible?
