After investigation in the code, it is impossible to get another result.
What happens is that there is a test wether filemanager.download is present in a module. But if the first modules fail the test, the code exits with an access denied prematurely.
The following patch fixes it as there is no need to return with access_denied until every module has been checked.
Just remember to remove the comments from the patch.
